You can hire a full-time executive assistant in Indonesia on a compliant permanent contract without a local entity, through an Employer of Record. That is the whole answer. But the first thing to settle is whether you want an executive assistant at all, because most of the disappointment in this category comes from buying an hourly virtual assistant and expecting one.
An executive assistant is not a virtual assistant
These are two different purchases and they fail in different ways. Being clear about which one you want is the single highest-value decision in this hire.

Both are legitimate purchases. If what you need is twenty hours a month of defined, repeatable tasks, an hourly virtual assistant is the correct and cheaper answer, and the Philippine sector in particular is built for exactly that: hourly support at volume, with two decades of infrastructure behind it. MixWork is not that. What moves the price
Salary is what the person earns. All-in is what leaves your account once statutory employer costs and the service fee are counted.

- Whose diary they have run before. Someone who has supported a C-level executive at a multinational prices above someone who has supported a department head, because the judgment required is different and the stakes of getting it wrong are higher.
- Written English. This role writes on your behalf, often to people more senior than they are. It is the attribute most worth paying for here.
- Discretion, evidenced. Board papers, compensation data, commercial terms. Candidates who have handled genuinely confidential material, and can describe how without breaching it, are scarcer than they look.
- Systems fluency. Someone who can run your CRM, expense tool and project tracker unsupervised removes work you did not realise you were doing.
What an executive assistant at three to four years actually owns

Three to four years is the band most founders and executives should hire at. The person can be trusted to write and act without review, which is the entire value, and does not yet need chief-of-staff scope to stay interested.
The mistake that wastes the hire
The most common failure here is not a bad hire. It is a good hire who is never given authority, and who therefore spends a year doing scheduling that a calendar tool could have done.
Write down the decision rights before the person starts. Concretely: which meetings can they decline on your behalf, what can they commit you to, whose emails can they answer as you, what spend can they approve, and what must always come to you. Give this to them in writing in week one. The teams that do this get a genuine executive assistant within a quarter. The teams that do not get an expensive scheduler and conclude that offshore assistants do not work.
Timezone and the daily handover
This role needs reliable shared hours rather than round-the-clock cover. Jakarta is UTC+7, which gives a full working-day overlap across Asia-Pacific, a workable afternoon overlap with Europe and the Gulf, and a narrow but usable early-morning overlap with the US east coast.
In practice what matters is a dependable daily window for the handover: a short call or written brief at the start of their day covering what changed, what needs deciding and what they will handle. Who you are actually hiring

Retention matters unusually much in this role, because the accumulated context is the product. Losing an executive assistant at month ten means starting the context-building again. How to vet for a trust role
Standard interviews are poor at this. Three things work better.
A written exercise in your voice. Give them three real emails you need to send, with context, and ask them to draft. You are reading for tone, judgment about what to leave out, and whether they ask the right clarifying question before writing.
A calendar triage exercise. Hand them a messy week and your priorities and ask what they would move, decline and protect, with reasons. This is the closest proxy to the actual job.
A discretion conversation. Ask about the most sensitive information they have handled and how they handled it. The right answer describes the process without disclosing the content. Candidates who tell you the content have failed the question.

Contracts and employer costs
