Hire IT Developers and Software Engineers
Six things to know before you hire an IT developer in Indonesia
Whether you call the role an IT developer or a software engineer, these are the decisions that separate a hire who compounds from one you replace.
01
Price the pedigree, not the title
Below five years, frontend, backend and cyber all cost much the same. Where the experience was earned is what moves the number.
02
Budget two numbers, not one
Salary is what the engineer earns. All-in is what leaves your account once BPJS, THR, PPh 21 and the service fee are counted.
03
Get a live rate, not a published one
Indonesian engineering pay is repricing faster than any salary survey can follow. A band you read online, including ours, dates within a quarter.
04
Contract on PKWTT
Ongoing engineering does not finish, so a fixed-term contract on a continuing role is a misclassification exposure.
05
Verify the engineer yourself
Live assessment tests, business case exercises and behavioural assessments, designed against your standards rather than ours.
06
Retention is the real cost
Under 10% annual attrition against roughly 28% in US professional and business services. Replacing someone three years into your codebase is the expensive outcome.
Hire IT Developers and Software Engineers in Indonesia in 2026
By the MixWork Team - Last updated 24 August 2026
Key takeaways
• You can hire a software engineer in Indonesia on a compliant permanent contract without setting up a local entity. An Employer of Record is the mechanism.
• Below five years, the job title barely moves the price. Pedigree does: where the experience was earned, not how long it ran.
• Engineers belong on PKWTT permanent contracts. Using a fixed-term contract for ongoing engineering work is a misclassification exposure.
• Indonesian engineering pay reprices fast, so we quote current figures on a call rather than publishing bands that date within a quarter.
You can hire an IT developer in Indonesia on a compliant permanent contract without a local entity, through an Employer of Record. That is the whole answer, and it applies whether you call the role an IT developer, a software engineer or a programmer. What follows is what actually moves the price of a hire here, how the vetting and the employment work, what sits on top of salary, and where Indonesia fits against the rest of Southeast Asia.
IT developer, software engineer or programmer: do the titles mean different things?
In the Indonesian market these titles are used interchangeably, and candidates apply to all of them. If you are writing a brief to hire IT developers in Indonesia, you are hiring from the same pool as someone writing software engineer, software developer or programmer. Screening on the label will cost you good candidates.
What does differ is the work, and it is worth being explicit about which you mean, because it changes who you should shortlist:
| What you mean | Typically called | The work |
|---|---|---|
| Building and shipping your product | Software engineer, software developer | Product features, APIs, front end, back end, mobile, working to a roadmap you own |
| Building and maintaining internal business systems | IT developer, applications developer | Integrations between the tools you already run, internal applications, reporting and automation, data plumbing |
| Keeping your employees and devices working | IT support, systems administrator | Onboarding, access, endpoints, SaaS administration. A different role entirely, covered on hire IT support staff in Indonesia |
The first two rows draw from largely the same candidate pool in Indonesia, and plenty of engineers move between them. The practical difference is what you screen for: product engineering rewards depth in a stack and comfort with ambiguity, while internal applications work rewards breadth across systems and the patience to work inside someone else’s data model. Both are covered by this page. The third row is a genuinely different hire.
So: describe the work in the brief, not the title. Everything below applies whether you call the role an IT developer or a software engineer.
What it costs to hire an IT developer in Indonesia, and what moves the price
Two different numbers get quoted in this market and they are not interchangeable. Salary is what the engineer earns. All-in is what leaves your account once statutory employer costs and the service fee are counted. Mixing them up is the single most common way an offshore budget ends up wrong by a third.
Why there are no salary bands on this page. Indonesian engineering pay is repricing quickly, and AI, cloud and security are moving faster than any published survey can follow. A band that held in one quarter can be behind the market by the next, so a number published here would mislead you within months. We quote current figures for your specific role, seniority and stack on a call instead. Book a free consultation with our IT recruitment specialists and you will get a live figure rather than a stale one.
Below five years, the job title barely matters
A frontend developer, a backend developer and a cloud or security specialist with three to five years behind them cost roughly the same in Indonesia. So "what does a backend developer cost" is close to an unanswerable question. The useful one is what calibre of person you are hiring and what they earn right now.
Three things move a candidate’s price, and none of them is the job title:
- Where the experience was earned. A multinational background, and especially time inside a company you would recognise, prices well above the same years spent on a smaller local codebase.
- English. Someone who can talk to your product manager without friction is a different hire from someone who cannot, and the market prices that difference.
- A track record on large, complex projects. Payments and fintech exposure of any kind carries a premium in Indonesia at the moment, so anything touching a regulated product will cost more.
Current package is the other variable, and in practical terms it is the anchor for any offer you make. Two backend developers with the same years and comparable skill can land far apart purely because one is coming from a well-paying multinational and the other is not. Title and years are a weak predictor of what a specific person will accept.
Pedigree closes gaps that tenure cannot
The clearest illustration from our own placements: a React developer with seven years of experience costs a large fraction of what a security specialist with twelve years costs, on pedigree alone. He has never run a team. Two of those seven years were spent inside a FAANG company and he came out of a top-10 Indonesian university, and that is the entire difference.
Specialism matters less than you would expect too. Once someone clears the bar for fluent English plus multinational delivery experience, the price stops caring much whether the work is frontend or AI. What is scarce is the profile, not any single skill. Security is the exception that proves it, sitting above both because the supply of genuinely experienced security people is thinner again.
Our advice on the communication premium: pay it. The base salary is already so far below what the equivalent person costs in a developed market that the extra for someone who communicates well and can speak to your stakeholders directly is close to a free option. Set it against a communication bottleneck: requirements misread and rebuilt, decisions idling while someone translates, a manager on your side losing hours a week relaying context the engineer could have picked up in the meeting. The saving from the cheaper candidate is real but small. The cost of it is neither.
What sits on top of salary
Whatever the salary turns out to be, these sit on top of it. The rates are statutory and the fee is our published rate card, so unlike pay bands they do not drift week to week.
| Component | 2026 employer rate |
|---|---|
| BPJS Kesehatan (health) | 4% of wage, capped at Rp 12,000,000 per month |
| BPJS Ketenagakerjaan — JHT (old age) | 3.7%, no cap |
| BPJS Ketenagakerjaan — JP (pension) | 2.0%, ceiling around Rp 11,086,300, indexed annually |
| BPJS Ketenagakerjaan — JKK (work accident) | 0.24% to 1.74% by industry risk class |
| BPJS Ketenagakerjaan — JKM (death) | 0.30% |
| Total BPJS employer burden | Roughly 10.24% to 11.74% of wage, subject to ceilings |
| THR (religious holiday allowance) | One month’s wages at twelve months’ service, annually |
| PPh 21 | Employee income tax, administered by the employer |
| MixWork EOR | From USD 249 per employee per month |
Total Care 360 is included with the EOR at no extra cost: a dedicated HR manager backed by a full HR team, monthly check-in calls with both the employee and you, engagement and dispute resolution, and performance and attendance monitoring.
The cost calculator turns a target salary into an all-in monthly figure, and the pricing page carries the full rate card. For the mechanics in detail, see what BPJS costs employers and the full breakdown of employer costs on top of salary.
Location moves things too. Jakarta carries a premium. Bandung, Surabaya and Yogyakarta have real engineering talent for less, and remote-first hiring has made those cities viable in a way they were not five years ago.
Who you are actually hiring
The headline statistics on Indonesia’s tech workforce are large and slightly misleading. Around 430,000 people came out of IT programmes in 2022 on Ministry of Labour numbers, and the government expects to be short 9 million skilled digital professionals by 2030. But roughly 30,000 of the 2023 cohort were assessed as qualified for data and AI work specifically. The base of the pyramid is enormous; the top of it is narrow. Junior volume is abundant, senior specialists get competed for, and what decides your outcome is how far your sourcing reaches, not how large the market is.
The people worth hiring mostly do not appear in graduate statistics anyway. Indonesia has a deep bench of engineers and technical managers who built their careers inside multinationals and regional product companies, and at the top of that bench are people who have worked at FAANG companies. They already know what a code review is for and what shipping against an SLA involves.
That is the only pool MixWork recruits from. The typical placement:
- Average six years’ professional experience, typically in their late twenties
- Educated at one of Indonesia’s top 10 universities. On QS World University Rankings 2026 that means Universitas Indonesia (189th globally), Universitas Gadjah Mada (224th), Institut Teknologi Bandung (255th), Universitas Airlangga (287th), IPB University (399th), Institut Teknologi Sepuluh Nopember (509th), Universitas Padjadjaran (515th), Universitas Diponegoro (624th) and Universitas Brawijaya (680th)
- Multinational background, which is the qualifier that matters
- Twelve-month retention above 90%
Six years is not a young number and we are not going to pretend it is arbitrage. It is a normal career timeline anywhere: graduate at 22, six years on, age 28. Two things make it work. Six years is past the training-and-supervision phase but short of management overhead, which is the band where someone delivers independently and still writes the code themselves, and it is precisely the band buyers struggle to afford at home. And it is six years inside multinationals, not six years anywhere. The cost gap is then simply the cost gap: six years of MNC-standard process in Jakarta costs a fraction of six years of it in any developed market.
Retention, against a number you can check
Twelve-month retention above 90% means under 10% annual attrition. The comparator worth using is the buyer’s own domestic market rather than an offshore vendor claim: US Bureau of Labor Statistics JOLTS data puts the 2025 annual average quits rate for professional and business services at 2.3% per month, which is roughly 28% annual voluntary turnover. Under 10% against roughly 28% is about a third of the rate, in the sector doing the hiring.
That is not luck. Total Care 360 is what manages it, and it comes with the EOR rather than as a module: a named HR manager backed by a full HR team, monthly check-ins with the employee and with you, engagement and dispute resolution, and regular professional learning sessions that keep people current on the tools their roles actually use. Three years into your codebase, an engineer is not replaceable at any hourly rate.
AI fluency, and the objection it answers
The real fear behind cost-based offshore hiring is that you get execution without judgment. The national data runs against it. Microsoft’s Work Trend Index 2026, published 30 June 2026, found 33% of Indonesian workers qualify as Frontier Professionals, meaning advanced AI users, against 16% globally, that 93% treat AI output as a starting point rather than a final answer against 86% globally, and that 62% name critical thinking as their priority skill against 46% globally.
That matches what we see. Every MixWork placement works with AI tools daily as standard, across every function, and adoption has moved fast over the six months to August 2026. What we encourage is specifically the second thing in those figures: orchestrating the tools alongside your own judgment, not deferring to them.
English
English proficiency among Jakarta’s professional class is very high, and near-native among the professionals we place. The evidence is behavioural rather than a test score: they write to clients, present to stakeholders and run meetings without an intermediary, and nobody reviews their emails before they go out.
Contracts: engineers belong on PKWTT
Indonesian employment law separates PKWT (perjanjian kerja waktu tertentu, fixed-term) from PKWTT (perjanjian kerja waktu tidak tertentu, indefinite or permanent).
PKWT contracts are limited in how long they run and how often they renew, because they exist for work that genuinely finishes. Core engineering on a product you intend to keep shipping does not finish. Reaching for PKWT to sidestep permanent-employment obligations on an ongoing role is a well-known exposure, and misclassification is what regulators go looking for.
MixWork employs engineers on PKWTT permanent contracts. That is also what makes retention possible. Nobody invests themselves in a codebase they expect to be moved off. The PKWT vs PKWTT guide works through the distinction properly, and severance pay in Indonesia covers the ramp-down obligations that come with permanent employment. Budget for those: Indonesia’s severance framework under PP 35/2021 is more protective than most of the region, which costs money, and administering that obligation is a large part of what an EOR is for.
Legal note. This section describes Indonesian employment law as at August 2026 and is general information, not legal advice. The rules are subject to interpretation and change. Have employment contracts reviewed by qualified Indonesian legal counsel before relying on them.
How to hire an IT developer in Indonesia, step by step
Four things happen, and they happen as one service rather than through four vendors.
Calibration and sourcing. A session on the role first, covering the stack, the seniority and what good looks like on your team specifically, then wide-net sourcing against it by an experienced recruitment team rather than a single recruiter. Sourcing runs across the channels Indonesian engineers actually use, LinkedIn, Glints, Jobstreet and Kalibrr among them, plus direct approach into the MNC-experienced pool that does not answer job ads. Talent Sourcing starts at 10% of first-year salary.
Technical vetting, built with you. For engineering searches we design and run live assessment tests, business case exercises and behavioural assessments for team fit, using your standards and your definition of a good hire. You are not handed a scorecard and asked to trust that it means what you would mean by it. You watch someone work through a problem, hear how they reason about a trade-off, and get a read on whether they will function inside your team as it actually operates. Then you interview a shortlist and choose.
Employment. Bahasa Indonesia PKWTT contracts, BPJS registration at the correct JKK risk class, THR, PPh 21 and payroll, from USD 249 per employee per month.
The working environment, which matters more than it sounds like it should. Optional dedicated workspaces in Jakarta from USD 199 per workspace per month, run by MixWork rather than brokered to a third party, and MixWork Managed IT from USD 99 per device per month with devices held in-region. An engineer waiting three weeks for a laptop is an engineer you are paying not to work.
Indonesia against the rest of Southeast Asia, for engineering
| Indonesia | Philippines | Vietnam | India | |
|---|---|---|---|---|
| Time zone | UTC+7 (WIB, Jakarta) | UTC+8 | UTC+7 | UTC+5:30 |
| Relative engineering cost | Low | Low | Low to moderate | Low |
| Depth of MNC-trained seniors | Deep | Deep in BPO and support | Growing, engineering-led | Deepest overall |
| Strongest fit | Dedicated product teams, regional market knowledge | Native-accent voice support at volume | Engineering-heavy delivery | Scale, specialist depth |
Where Indonesia does not win: India on sheer scale and on depth in niche specialisms, and Vietnam on reputation as an engineering-outsourcing destination. The Philippine sector is built for something different again, native-accent voice support at volume, a USD 35bn industry with two decades of infrastructure behind it, which is a scope fact rather than a ranking.
Where Indonesia wins, and why it usually settles the question: a deep pool of MNC-trained professionals combined with a time zone that gives a full working-day overlap across Asia-Pacific and a workable afternoon overlap with Europe and the Gulf. That is the difference between working alongside a team and handing off to one overnight, and Southeast Asia timezone coverage has the working-hours maths for your own offset. Indonesia is also the largest economy in Southeast Asia, so a team here arrives with working knowledge of the region’s biggest consumer market attached.
When we are the wrong partner
Worth saying plainly:
- You want a contractor. MixWork does full-time permanent employment only, with no contractor, freelancer or contractor-of-record services. If a contractor is genuinely the right answer for the role, we are the wrong provider and a contractor-of-record one is the right one.
- Fixed scope, hard deadline, nothing after it. A migration, an integration, a compliance-driven build with a defined end. That is agency work, and the dedicated-team versus agency question is worked through here.
- You have nobody to manage them. A dedicated engineer reports to you. With no one to direct, prioritise and review, you will get less out of the arrangement than from a managed vendor.
