Employer of Record Bali
Four things that change when you hire in Bali
Bali is a province, not a separate jurisdiction, so the national employment framework applies unchanged. These are the practical differences worth planning around.
01
The minimum wage is set locally
Indonesia sets minimum wages at provincial and city or regency level, so Bali has its own figure. The 2026 Bali UMP is Rp 3,207,459 a month against Jakarta’s Rp 5,729,876, about 44% lower. Applying the Jakarta rate is a common and expensive error.
02
The talent mix skews differently
Bali is strong in creative, content, design, hospitality, customer support and remote-services roles, and thinner in the enterprise engineering and finance depth concentrated in Jakarta and Bandung.
03
Retention works differently
A large transient international population and a seasonal tourism economy make competing on salary alone less reliable than competing on stability, benefits and management quality.
04
Foreign nationals are a separate exercise
Bali has many foreign residents, but employing one requires the correct work and stay permits plus a monthly foreign worker levy. Many are on visas that do not permit local employment without a change of status.
Employer of Record in Bali: How to Hire Legally Without an Entity
By the MixWork Team · Last updated 1 August 2026
Bali is part of Indonesia, so hiring there works through an Indonesian employer of record exactly as it does in Jakarta: the employer of record signs the contract, registers the employee with BPJS, runs payroll and withholds tax, while you direct the work. The practical differences are the applicable minimum wage, which is set locally and is lower than Jakarta’s, and the talent mix.
What is the same as anywhere in Indonesia
Bali is a province, not a separate jurisdiction, so the national employment framework applies unchanged. Everything in our complete guide to employer of record services in Indonesia applies to a Bali hire:
Employment contracts must be in Indonesian, and the Indonesian version governs.
Both BPJS programmes (health and employment) apply, with the same contribution rates and caps.
THR, the statutory religious holiday allowance, is payable on the same basis.
Termination follows the same statutory process, and Indonesia is not an at-will jurisdiction.
PPh 21 income tax is withheld and filed on the same national cycle.
What is genuinely different about Bali
The minimum wage is set locally. Indonesia sets minimum wages at provincial and city or regency level, so Bali has its own figure. For 2026 the Bali provincial minimum wage (UMP) is Rp 3,207,459 a month, effective 1 January 2026, against Rp 5,729,876 in Jakarta, roughly 44% lower. Regencies and cities in Bali may set a higher UMK on top, so confirm the rate for the specific location. Applying the Jakarta rate is a common and expensive error. Figures verified 13 August 2026; the full provincial list is in our provincial minimum wage guide.
The talent mix skews differently. Bali is strong in creative, content, design, hospitality, customer support and remote-services roles, and thinner in the enterprise engineering and finance depth concentrated in Jakarta and Bandung.
Retention dynamics differ. A large transient international population and a seasonal tourism economy make competing for staff on salary alone less reliable than competing on stability, benefits and management quality.
Foreign nationals are a separate exercise. Bali has many foreign residents, and employing one requires the correct work and stay permits plus a monthly foreign worker levy. Many are on visas that do not permit local employment without a change of status.
Who hires in Bali through an EOR
Companies building creative, content, design or customer-support teams at Bali salary levels.
Businesses with an existing Bali presence (hospitality, wellness, retail, property), that need staff employed compliantly without incorporating.
Companies converting long-term Balinese contractors to employees to remove misclassification risk.
Teams testing an Indonesian presence in one location before committing to a PT PMA.
If you are currently engaging people as contractors, read hiring contractors in Indonesia first: misclassification is assessed on the substance of the relationship, not the label on the agreement, and the exposure includes back-dated contributions and entitlements.
How MixWork covers Bali
We employ across Indonesia, including Bali, with our head office in Jakarta. A Bali hire gets the same Total Care 360 service as anyone else: a dedicated HR manager, employee engagement and dispute resolution, performance feedback and attendance monitoring, and monthly employee and client check-in calls. Devices are handled through the MixWork Managed IT at USD 99 per device / month, delivered to the employee wherever they are on the island, which matters more in Bali than most places, since a remote hire in Canggu is not going to collect a laptop from a Jakarta office.
For provider options generally, see our ranking of EOR companies in Indonesia Or model costs with the cost calculator.
Frequently asked questions
Can I hire someone in Bali without setting up a company in Indonesia?
Yes. Bali is part of Indonesia, so an Indonesian employer of record can employ staff in Denpasar, Canggu, Ubud or anywhere else on the island without you incorporating a local entity. The employment contract, BPJS registration, payroll and tax withholding all run through the EOR’s Indonesian entity.
Is employing someone in Bali different from employing in Jakarta?
The national framework is identical, the same Manpower Law, the same BPJS programmes, the same THR obligation, the same severance rules. What differs is the applicable minimum wage, which is set at provincial and city or regency level, so the Bali figure is not the Jakarta figure. Talent mix and salary expectations also differ, with Bali stronger in creative, hospitality, content and remote-services roles.
What is the minimum wage in Bali?
The Bali provincial minimum wage (UMP) for 2026 is Rp 3,207,459 a month, effective 1 January 2026, against Rp 5,729,876 in Jakarta, roughly 44% lower. Regencies and cities within Bali may set a higher UMK on top, so confirm the figure for the specific location. Rates are revised annually under PP No. 49/2025; this figure was verified on 13 August 2026.
Can an EOR in Bali employ a foreign national living there?
Sometimes, but treat it as a separate and slower exercise. Employing a foreign national requires the correct work permit and stay permit, carries a monthly foreign worker levy, and is subject to role restrictions. Many people living in Bali on non-work visas cannot be employed locally without changing status. If your hire is an Indonesian citizen, none of this applies.
Is it cheaper to hire in Bali than Jakarta?
Usually, on salary, because the applicable minimum wage is lower and market rates for many roles follow. Employer statutory contributions are calculated as the same percentages nationally, so those scale with salary rather than location. Whether the total is cheaper depends on the role, senior technical talent is concentrated in Jakarta and often commands Jakarta rates wherever it sits.
