Key takeaways
  • Thirty days is enough to go from a scoping call to a first commit for one to three engineers in Indonesia, provided the candidates are available; a candidate serving a thirty-day notice period pushes the start into week five or six.

  • Week one is about you, not the candidates: the stack, the seniority in years-inside-multinationals terms, the manager, the overlap hours you need live, and the security posture for code and data.

  • A first shortlist arrives as fast as 24 hours for mid-level roles and 48 hours for senior; the technical assessment is designed against your stack and observed by you, not summarised in a scorecard.

  • Engineers are employed on permanent Bahasa Indonesia PKWTT contracts; the EOR registers them for BPJS and withholds PPh 21. Your job in weeks three and four is access: repositories, environments, secrets, on least-privilege terms, on an encrypted managed device.

  • By day thirty the engineer has committed code, has a named HR manager in Jakarta, and has a monthly check-in in the calendar. Most month-nine resignations are visible at week two to someone who asks.

The short answer

You can hire your first software engineers in Indonesia and have them committing code within thirty days of a scoping call, if the candidates you choose are available and you do your own week of preparation first. The plan below is the sequence MixWork runs for a first engineering hire through an employer of record: what happens each week, what you are asked for, and where first hires stall. It is specific to engineers because the parts that go wrong for engineers, access and devices and overlap hours, are not the parts that go wrong for a marketing hire. For the general first-fortnight process, see EOR onboarding in Indonesia: the first 14 days.

Week 0: decide what you are hiring, in Indonesian terms

The scoping call takes fifteen minutes and saves three weeks. Settle five things. The stack and the work: product engineering, internal systems or platform, because in Indonesia the titles IT developer, software engineer and programmer describe the same pool and screening on the label costs you candidates. Seniority in the terms that move price here: years inside multinationals or global agencies, not years anywhere, and whether the role leads people or ships code. The manager: a dedicated engineer reports to you, so name the person who will set priorities and review code before anyone is sourced. The overlap window: Jakarta is UTC+7 with no daylight saving, so write down the hours you need the engineer live and check them against ordinary Jakarta working hours rather than assuming a night shift. The security posture: which repositories, environments and data the role needs on day one, and which it should not have. Do not publish a salary band; the EOR quotes the current all-in figure for the role on the call, and the IT talent hub explains why bands date within a quarter.

Week 1: sourcing and vetting

Sourcing runs across the channels Indonesian engineers actually use and by direct approach into the multinational-experienced pool that does not answer job advertisements. The vetting standard MixWork publishes has seven stages: identity and document verification, professional background and reference checks, pedigree screening, a live English conversation and written exercise, a technical assessment designed with you against your stack and your definition of a good hire, your interview, and then employment. A first shortlist arrives as fast as 24 hours for junior and mid-level roles and 48 hours for senior and director roles, stated as a best case we regularly reach rather than a service level. Your part this week is the technical assessment design: a real problem from your codebase or domain, at the level you would set for a hire at home, which you or your lead observe live.

Week 2: interviews, offer and notice

You interview the shortlist and choose. The offer is made in rupiah at a gross monthly salary, with any benefits above the statutory floor written down now, because everything you promise must be in the Bahasa Indonesia contract before it is signed. If the engineer is currently employed, their resignation notice runs from acceptance; thirty days is the norm in professional contracts under Government Regulation No. 35 of 2021, so the realistic start is week five or six. An available candidate can start in week three. Agree the start date against the EOR's payroll cut-off, not against the calendar: a start two days after cut-off means the first salary arrives with the following month's run.

Weeks 3 to 4: contract, registrations, device and access

What the EOR does

The permanent PKWTT contract in Bahasa Indonesia is explained and signed, in person in Jakarta or by video elsewhere. The EOR, as the legal employer under Law No. 24 of 2011, registers the engineer for BPJS Kesehatan and BPJS Ketenagakerjaan, sets up PPh 21 withholding on the engineer's tax number and family status, adds them to payroll before the cut-off and files the mandatory manpower report. Confidentiality, non-disclosure and data-protection terms drafted against Law No. 27 of 2022 are in the MixWork contract as standard, which matters more for an engineer with repository access than for anyone else you will hire.

What you do: access on least-privilege terms

This is the week first engineering hires actually stall, and it is entirely on your side. Grant access to the repositories, environments and tools the role needs on day one and nothing else; add production access, secrets and customer data later, deliberately, when the engineer has earned it and you have seen how they work. Use single sign-on and enforce multi-factor authentication before the first login rather than after. Decide who reviews the engineer's first pull requests and how fast, because a first week spent waiting for review is a first impression you cannot take back.

The device

Under MixWork Managed IT the laptop is imaged to a hardened baseline, encrypted and enrolled in device management before handover, from stock held in the region, from USD 99 per device per month with no deposit. If you ship your own hardware, plan customs into the calendar and enrol the device in your own management before it leaves; an engineer working from an unmanaged personal machine in week three is the security incident you will be explaining in week ten. The device security and MDM guide covers the standard.

Where they sit

A dedicated desk in the MixWork Jakarta office under MixWork Spaces, from USD 199 per workspace per month, gives an engineer reliable power, business-class internet, a meeting room for your stand-ups and colleagues in the room; for a first hire who would otherwise work alone at home for a year, it is the cheapest retention decision available. Remote from home is fine if that is what the engineer and you prefer.

Day 30: first commit and first check-in

By the end of the month the engineer has shipped a first change through your review process, has a named HR manager in Jakarta from Total Care 360, included with MixWork EOR at no extra cost, and has the monthly check-in calls in the calendar, one with them and one with you. The check-in is where a quiet mismatch in expectations, an access problem nobody escalated, or an overlap window that is not working gets surfaced while it is still a conversation. Twelve-month retention across MixWork placements runs above 90% on our own data; the mechanism is not the contract, it is the first month done properly and the check-in that follows it.

When

What happens

Yours to do

Week 0

Scoping call: stack, seniority, manager, overlap hours, security posture, all-in cost quoted

Name the manager; list day-one access; write down the overlap hours

Week 1

Sourcing; verification, background and pedigree screening; English assessment; shortlist in as fast as 24 to 48 hours

Design the technical assessment with the MixWork team; observe it

Week 2

Interviews; offer in IDR; notice period starts; start date set against payroll cut-off

Decide; write benefits above the floor into the offer

Weeks 3 to 4

PKWTT signed; BPJS and PPh 21 registration; payroll before cut-off; device imaged and handed over; desk ready

Grant least-privilege access with SSO and MFA; assign a reviewer for the first pull requests

Day 30

First commit merged; HR manager introduced; monthly check-ins scheduled

Take the first client check-in call

Where first engineering hires stall

  • Access requests that sit in a queue on your side for a week.

  • A device shipped from abroad that arrives after the start date, or a personal laptop used in the meantime.

  • An overlap window assumed rather than calculated, discovered when the first stand-up has no one in it.

  • A start date agreed before the payroll cut-off was checked.

  • No reviewer named, so the first pull request waits.

None of these is Indonesian law. All of them are decided in week zero. The IT talent hub covers the country and the vetting standard in full, the offshore development centre guide covers what happens when the first three engineers become fifteen, and the offshore developers guide covers the model decision that comes before any of it.
