What an offshore development center actually is
The term gets used loosely, so it is worth pinning down, because the difference decides how the engagement feels two years in.
An agency or dev shop takes a specification and delivers against it. You buy a project. The people rotate, the knowledge sits with the vendor, and when the contract ends you keep the code and lose the context.
An offshore development center is the opposite arrangement. It is a permanent team that works only on your product, reports into your engineering management, sits in your repos and your sprint ceremonies, and accumulates knowledge of your systems the way any team does. The only thing that makes it "offshore" is geography.

Jakarta sits at the centre of Southeast Asia's largest e-commerce and fintech market. That has built a real engineering economy: teams shipping consumer products at national scale, dealing with payments, logistics, fraud and mobile performance under genuine load. Engineers coming out of that environment have production experience, not just training.
The engineers we place average six years of professional experience, hold degrees from Indonesia's top universities, and have MNC or established corporate backgrounds. Under the QS World University Rankings 2026, Institut Teknologi Bandung sits at 255 globally, Universitas Indonesia at 189 and Universitas Gadjah Mada at 224, with 26 Indonesian universities ranked overall.
On AI tooling, the picture is unusually strong and it is measured rather than asserted. Microsoft's Work Trend Index 2026, published 30 June 2026, found 33% of Indonesian workers qualify as advanced AI users against 16% globally, 93% treat AI output as a starting point rather than a final answer against 86% globally, and 62% name critical thinking as their priority skill against 46% globally. For engineering specifically that middle figure is the one that matters. An engineer who treats generated code as a draft to review is an asset. One who treats it as an answer is a liability, and that distinction is now most of what separates good hires from bad ones.

What a team usually looks like
Most clients start with two or three people and grow from there. Common shapes:
- Product squad: two to four engineers, a QA engineer, and a designer or product person, running features end to end against your roadmap
- Platform and infrastructure: DevOps and SRE engineers handling CI/CD, cloud cost, observability and release engineering
- Quality and release: QA engineers and automation specialists running regression and release verification, often on the overnight cycle described below
- Data: data engineers and analytics engineers building pipelines and reporting
- Security: application and infrastructure security specialists

The overnight engineering cycle
This is the operational reason a lot of US teams end up in this time zone rather than a nearer one.
Jakarta runs on UTC+7 and Indonesia does not observe daylight saving. A standard Jakarta workday, 9am to 6pm, lands on 10pm to 7am US Eastern and 7pm to 4am US Pacific. In practice that means your Jakarta team's full working day happens inside your night.
For engineering that produces a genuinely useful rhythm. Your US team pushes at 6pm. Overnight the Jakarta team runs QA on the build, triages the bug queue, works through code review, and picks up the tickets that were blocked. At 9am Eastern it is done and waiting. You get two passes over the work per calendar day instead of one, and nobody worked a night shift to make it happen.
If you want live overlap for standups or design discussions, a modest shift buys it:
- Jakarta 12:00 to 21:00 gives roughly an hour of live overlap with the US Eastern morning
- Jakarta 13:00 to 22:00 gives about two hours with the US Eastern morning
- Jakarta 06:00 to 15:00 gives West Coast teams around two hours at the end of their day
Straight about the constraint: with both sides on conventional hours there is no live overlap with the continental United States. The value here is the overnight pass plus a deliberate handover window. If your engineering culture depends on constant synchronous availability, this model will frustrate you and a nearshore team is the better answer. If you run written specs, async review and a healthy PR culture, the time difference stops being a cost and starts being throughput.

What engineers cost

One of these is worth explaining, because it tells you how this market actually prices. The React developer costs about 78% of the twelve year security specialist despite having five fewer years and no management responsibility. The premium is pedigree: where the experience was earned. Two years inside a FAANG engineering organisation changes the rate more than three additional years elsewhere would. If you are budgeting, weight where someone worked more heavily than how long they have worked.

Equipment, workspace and security posture
Engineering teams need more setup than most functions, and it is usually the part that stalls an offshore plan.

You get three to five qualified candidates and run your own technical interviews. You choose. Recruitment is charged on success at 10% of first year salary, so an unsuccessful search costs you nothing.

Keeping the team, which is the part that decides the outcome
Engineering knowledge compounds slowly and disappears quickly. An engineer who has been in your codebase eighteen months is worth several who have been there three, and the entire economic case for an offshore development center rests on people staying long enough to reach that point.

What this model does not do
Worth saying before you invest time in a conversation.
MixWork places full time permanent employees only. No contractors, no freelancers, no contractor of record. You cannot spin up eight engineers for a quarter and stand them down afterwards. That constraint is deliberate and it is what produces the retention above, but if burst capacity is the requirement, an agency or a contractor marketplace fits better.
We also do not deliver projects. You manage the team and own the roadmap. If you want someone to take a specification away and return with software, that is a different kind of supplier.
Starting

This is a different proposition from a contractor, freelancer or agency developer working across several clients. A permanent engineer accumulates knowledge of your codebase, which is the entire economic case for an offshore development centre. Twelve-month retention runs above 90%.
To size that against a US baseline, the Bureau of Labor Statistics recorded voluntary quits in professional and business services averaging 2.3% a month through 2025, around 28% annualised (JOLTS Table 22, accessed 16 August 2026). For engineering, where the value of a hire is mostly what they know about your codebase, the gap between 10% and 28% is the whole argument.
