You can hire an IT developer in Indonesia on a compliant permanent contract without a local entity, through an Employer of Record. IT developer, software engineer or programmer: do the titles mean different things?
In the Indonesian market these titles are used interchangeably, and candidates apply to all of them. If you are writing a brief to hire IT developers in Indonesia, you are hiring from the same pool as someone writing software engineer, software developer or programmer. Screening on the label will cost you good candidates.
What does differ is the work, and it is worth being explicit about which you mean, because it changes who you should shortlist:

The first two rows draw from largely the same candidate pool in Indonesia, and plenty of engineers move between them. The practical difference is what you screen for: product engineering rewards depth in a stack and comfort with ambiguity, while internal applications work rewards breadth across systems and the patience to work inside someone else’s data model. So: describe the work in the brief, not the title. Everything below applies whether you call the role an IT developer or a software engineer.

What it costs to hire an IT developer in Indonesia, and what moves the price
Two different numbers get quoted in this market and they are not interchangeable. Salary is what the engineer earns. All-in is what leaves your account once statutory employer costs and the service fee are counted. Mixing them up is the single most common way an offshore budget ends up wrong by a third.
Why there are no salary bands on this page. Indonesian engineering pay is repricing quickly, and AI, cloud and security are moving faster than any published survey can follow. A band that held in one quarter can be behind the market by the next, so a number published here would mislead you within months.

Below five years, the job title barely matters
A frontend developer, a backend developer and a cloud or security specialist with three to five years behind them cost roughly the same in Indonesia. So "what does a backend developer cost" is close to an unanswerable question. The useful one is what calibre of person you are hiring and what they earn right now.
Three things move a candidate’s price, and none of them is the job title:
Where the experience was earned. A multinational background, and especially time inside a company you would recognise, prices well above the same years spent on a smaller local codebase.
English. Someone who can talk to your product manager without friction is a different hire from someone who cannot, and the market prices that difference.
A track record on large, complex projects. Payments and fintech exposure of any kind carries a premium in Indonesia at the moment, so anything touching a regulated product will cost more.
Current package is the other variable, and in practical terms it is the anchor for any offer you make. Two backend developers with the same years and comparable skill can land far apart purely because one is coming from a well-paying multinational and the other is not. Title and years are a weak predictor of what a specific person will accept.
Pedigree closes gaps that tenure cannot
The clearest illustration from our own placements: a React developer with seven years of experience costs a large fraction of what a security specialist with twelve years costs, on pedigree alone. He has never run a team. Two of those seven years were spent inside a FAANG company and he came out of a top-10 Indonesian university, and that is the entire difference.
Specialism matters less than you would expect too. Once someone clears the bar for fluent English plus multinational delivery experience, the price stops caring much whether the work is frontend or AI. What is scarce is the profile, not any single skill. Security is the exception that proves it, sitting above both because the supply of genuinely experienced security people is thinner again.
Our advice on the communication premium: pay it. The base salary is already so far below what the equivalent person costs in a developed market that the extra for someone who communicates well and can speak to your stakeholders directly is close to a free option.
Set it against a communication bottleneck: requirements misread and rebuilt, decisions idling while someone translates, a manager on your side losing hours a week relaying context the engineer could have picked up in the meeting. The saving from the cheaper candidate is real but small. The cost of it is neither.
What sits on top of salary
Whatever the salary turns out to be, these sit on top of it. The rates are statutory and the fee is our published rate card, so unlike pay bands they do not drift week to week.

Location moves things too. Jakarta carries a premium. Bandung, Surabaya and Yogyakarta have real engineering talent for less, and remote-first hiring has made those cities viable in a way they were not five years ago.
Who you are actually hiring
The headline statistics on Indonesia’s tech workforce are large and slightly misleading. Around 430,000 people came out of IT programmes in 2022 on Ministry of Labour numbers, and the government expects to be short 9 million skilled digital professionals by 2030.
But roughly 30,000 of the 2023 cohort were assessed as qualified for data and AI work specifically. The base of the pyramid is enormous; the top of it is narrow. Junior volume is abundant, senior specialists get competed for, and what decides your outcome is how far your sourcing reaches, not how large the market is.
The people worth hiring mostly do not appear in graduate statistics anyway. Indonesia has a deep bench of engineers and technical managers who built their careers inside multinationals and regional product companies, and at the top of that bench are people who have worked at FAANG companies. They already know what a code review is for and what shipping against an SLA involves.

Multinational background, which is the qualifier that matters
Twelve-month retention above 90%
Six years is not a young number and we are not going to pretend it is arbitrage. It is a normal career timeline anywhere: graduate at 22, six years on, age 28. Two things make it work. Six years is past the training-and-supervision phase but short of management overhead, which is the band where someone delivers independently and still writes the code themselves, and it is precisely the band buyers struggle to afford at home.
And it is six years inside multinationals, not six years anywhere. The cost gap is then simply the cost gap: six years of MNC-standard process in Jakarta costs a fraction of six years of it in any developed market.
Retention, against a number you can check
Twelve-month retention above 90% means under 10% annual attrition. The comparator worth using is the buyer’s own domestic market rather than an offshore vendor claim: US Bureau of Labor Statistics JOLTS data puts the 2025 annual average quits rate for professional and business services at 2.3% per month, which is roughly 28% annual voluntary turnover. Under 10% against roughly 28% is about a third of the rate, in the sector doing the hiring.
That is not luck. AI fluency, and the objection it answers
The real fear behind cost-based offshore hiring is that you get execution without judgment. The national data runs against it. Microsoft’s Work Trend Index 2026, published 30 June 2026, found 33% of Indonesian workers qualify as Frontier Professionals, meaning advanced AI users, against 16% globally, that 93% treat AI output as a starting point rather than a final answer against 86% globally, and that 62% name critical thinking as their priority skill against 46% globally.

English
English proficiency among Jakarta’s professional class is very high, and near-native among the professionals we place. The evidence is behavioural rather than a test score: they write to clients, present to stakeholders and run meetings without an intermediary, and nobody reviews their emails before they go out.
Contracts: engineers belong on PKWTT
Indonesian employment law (Law No. 13 of 2003 on Manpower as amended by Law No. 6 of 2023, with Government Regulation No. 35 of 2021) separates PKWT (perjanjian kerja waktu tertentu, fixed-term) from PKWTT (perjanjian kerja waktu tidak tertentu, indefinite or permanent).
PKWT contracts are limited in how long they run and how often they renew, because they exist for work that genuinely finishes. Core engineering on a product you intend to keep shipping does not finish. Reaching for PKWT to sidestep permanent-employment obligations on an ongoing role is a well-known exposure, and misclassification is what regulators go looking for.

The working environment, which matters more than it sounds like it should. Where Indonesia does not win: India on sheer scale and on depth in niche specialisms, and Vietnam on reputation as an engineering-outsourcing destination. The Philippine sector is built for something different again, native-accent voice support at volume, an industry reporting roughly USD 40bn in export revenue and 1.9m workers (IBPAP, FY2025), with two decades of infrastructure behind it, which is a scope fact rather than a ranking.
Where Indonesia wins, and why it usually settles the question: a deep pool of MNC-trained professionals combined with a time zone that gives a full working-day overlap across Asia-Pacific and a workable afternoon overlap with Europe and the Gulf.
That is the difference between working alongside a team and handing off to one overnight, and Southeast Asia timezone coverage has the working-hours maths for your own offset. Indonesia is also the largest economy in Southeast Asia, so a team here arrives with working knowledge of the region’s biggest consumer market attached.

Worth saying plainly:
