MixWork is a recruitment and employer-of-record provider for Indonesia, and this list ranks MixWork number one. That is a conflict of interest. We have handled it by stating the ranking criterion before the list, by naming where each other agency is the stronger choice inside its own entry, by using only facts from each agency’s own pages, and by using no review-site ratings, testimonials or complaints about anyone. Read this as an informed operator’s argument, not a neutral audit. If you want the short version of our bias: we think a foreign company building a team inside Indonesia is best served by a provider that finds the person, employs them and keeps them, and we are one of three on this list whose pages describe both recruitment and employment, and the only one that publishes a success fee at every seniority alongside a managed retention layer included in the employment fee. If you want a retained country-manager search or a hundred temporary staff, several agencies below are better than we are, and we say which.
The criterion
The most complete route from a brief to an employed, equipped and retained professional for a company with no Indonesian entity. Four things sit inside that: whether the agency can employ the person it finds, whether its fee is published, how deep it is in Indonesia specifically, and whether anything happens after the start date. Breadth of service, executive-search depth and regional reach are real advantages that this criterion does not reward, which is why the entries below name them.
1. MixWork Recruit: best for a team that will work inside Indonesia, found, employed and kept by one partner
MixWork Recruit sources, screens and shortlists Indonesian professionals through specialised recruitment teams for IT, healthcare and medical, marketing, finance, industrial roles and C-suite search, working on proprietary data and AI tools inside MixWork’s own platform, built for the region, then employs them for you through MixWork EOR on a permanent Bahasa Indonesia contract, and keeps them through Total Care 360, a managed HR layer included at no extra cost. The fee is published: 10% of first-year salary, success-based, payable only when the person starts, at every seniority including C-level; employment is USD 249 per employee per month. A first shortlist arrives as fast as 24 hours for junior and mid-level roles and 48 hours for senior and director roles, stated as a best case rather than a guarantee. The people we place average around six years of experience, more than 80% come from multinational or global-agency backgrounds, and twelve-month retention across our placements runs above 90% on our own placement data; the placement data page carries each figure with its basis. 2. Robert Walters Indonesia: best for mid-to-senior specialist recruitment with published market data
Robert Walters describes more than a decade of operation in Indonesia and up to 25 years in South East Asia, recruiting from Jakarta with roles advertised across Jakarta, Surabaya and Bali. Its Indonesian pages list recruitment, recruitment outsourcing and talent advisory, across accounting and finance, supply chain and manufacturing, human resources, legal, sales, tech and transformation, marketing, and banking and financial services, and it publishes an annual salary survey and a talent-trends guide. Fees are not published. Where it beats us: a specialist desk structure across eight functions, a regional network, and market data a buyer can read before briefing anyone. It does not employ the hire for a company without an entity.
3. Michael Page Indonesia: best for breadth of sector desks and executive search
PT Michael Page Internasional Indonesia operates from One Pacific Place in Jakarta’s Sudirman Central Business District and lists permanent recruitment, temporary and contingent workforce solutions, executive search and interim placement, executive assessment, recruitment process outsourcing and board search, across fourteen sectors from financial services to technology and telecoms. Fees are not published. Where it beats us: the widest published service and sector range on this list, executive search through Page Executive, and RPO for a company hiring at scale. It does not employ the hire for a company without an entity.
4. Monroe Consulting Group Indonesia: best for boutique executive search in Jakarta
Monroe Consulting Indonesia is a recruitment and executive search firm in Jakarta established in 2005, part of the Empresaria Group, with divisions across industrial, consumer, health, professional services and information technology and sister offices across Asia. Its Indonesia page also lists talent mapping, recruitment process outsourcing, outplacement and payroll and employer-of-record services, and names Global Recruiter Magazine commendations between 2015 and 2017. Fees are not published. Where it beats us: a two-decade Jakarta executive-search track record and senior-to-senior approach work for country-manager, director and general-manager mandates, with an EOR service alongside for a company without an entity.
5. JAC Recruitment Indonesia: best for employers connected to a Japan-headquartered network
JAC Recruitment Indonesia, established in Jakarta in 2002, is part of the JAC Group, headquartered in Japan, which describes 36 locations across 12 countries, with sister companies JAC Consulting and JAC Outsourcing in Indonesia. Its Indonesian page lists sales, engineering and manufacturing, accounting and finance, services, building and construction, technology and digital, banking and financial services, logistics and consultancy. Fees are not published. Where it beats us: a group network that many Japan-linked employers in Indonesia already work with, and adjacent consulting and outsourcing arms. It does not employ the hire for a company without an entity.
6. PERSOL Indonesia: best for combined permanent, contract and HR advisory across an APAC network
PERSOL Indonesia, at Mayapada Tower on Jalan Jenderal Sudirman in Jakarta, lists permanent recruitment and executive search, contract staffing and HR solutions, temporary staffing and HR advisory, across banking and financial services, corporate services, consumer and retail, engineering, events and exhibitions, healthcare and pharmaceutical, and emerging technology, as part of PERSOL APAC with 80-plus offices in 13 APAC markets. Fees are not published. Where it beats us: contract and temporary staffing, which MixWork does not offer, and a regional network. Its outsourcing model employs staff itself for supply to clients, which is a different structure from employing your named hire on your behalf.
7. Glints TalentHub: best for a published combined recruitment and employment rate across the region
Glints TalentHub is one of two other providers on this list whose pages describe both recruitment and employment, and the only other one that publishes the price of both. Its pricing page publishes an employer-of-record rate from SGD 399 per employee per month, with the final rate varying by country, and a one-time recruitment fee of 18% of first-year salary on its full-suite plan, which includes talent sourcing support, candidate screening, salary benchmark guidance and hiring coordination. Where it beats us: it operates across 13 markets in South East Asia, Latin America and Greater China where we work in one region, and it sits on top of the Glints job marketplace. On the two published figures, MixWork is lower on both: 10% against 18% for recruitment, and USD 249 against SGD 399 for employment.
8. Adecco Indonesia: best for temporary staffing, payrolling and outsourcing at volume
Adecco Indonesia’s pages list temporary placement, permanent recruitment, executive search, payrolling, outsourcing and recruitment process outsourcing, across accountancy and finance, industrial, human resources, office and administration, technology and banking, financial services and insurance, as part of the Adecco Group, which states 62 countries and 3,800 branches. Fees are not published. Where it beats us: volume temporary staffing and payrolling at global scale, which MixWork does not offer. Its staffing model employs workers for supply to clients; a foreign company wanting a named professional employed exclusively for it on a permanent contract is buying a different product.
If your mandate is not ours, here is who to call
• A country manager, finance director or general manager to be approached discreetly on a retained basis: Monroe, Michael Page’s Page Executive or Robert Walters. MixWork works those mandates too, on the same 10% success fee, but the retained firms have run more of them.
• Temporary, contract or outsourced staff: PERSOL, Adecco. MixWork does not place contractors or temporary staff at all.
• Hiring in several countries at once through one provider: Glints TalentHub across its 13 markets, or one of the global groups. MixWork works in South East Asia only and employs in Indonesia.
• A Japan-linked employer already inside the JAC network: JAC Recruitment.
Two things to check with any agency on this list
First, the licence. Private placement agencies in Indonesia operate under an LPTKS licence; ask for the number and the legal entity that holds it. A large share of search results for manpower agencies in Indonesia are P3MI companies that place Indonesian workers abroad under Law 18/2017, a different industry that shares the vocabulary. Second, who employs the person. If you have no Indonesian entity, an agency’s shortlist is worthless until someone can lawfully put the candidate on payroll, register them for BPJS and withhold PPh 21.
